Lawmakers work to nail down $700B bailout plan

WASHINGTON - Key lawmakers who struck a post-midnight deal on a $700 billion bailout for the financial industry predicted Sunday it would pass Congress, putting in place the largest government intervention in markets since the Great Depression.

Negotiators sought to iron out the final shape of the legislation, which House Republicans still had to review. It was their fierce opposition to a federal rescue that nearly torpedoed an emerging bipartisan pact late in the week.

But officials in both parties were hopeful for a House vote Monday, and the two presidential candidates said they probably would support it.

Under the rescue plan, the government would pump as much as $700 billion into beleaguered financial firms that are starving for cash, taking over huge amounts of devalued assets from the companies in the hopes of unlocking frozen credit.

The proposal is designed to end a vicious downward spiral that has battered all levels of the economy, in which hundreds of billions of dollars in investments based on mortgages gone bad have cramped banks' willingness to lend.

"This is the bottom line: If we do not do this, the trauma, the chaos and the disruption to everyday Americans' lives will be overwhelming, and that's a price we can't afford to risk paying," Sen. Judd Gregg, the chief Senate Republican in the talks, told The Associated Press on Sunday. "I do think we'll be able to pass it, and it will be a bipartisan vote."

A breakthrough came when Democrats agreed to incorporate a GOP demand — letting the government insure some bad home loans rather than buy them — designed to limit the amount of federal money used in the rescue.

Another important bargain, vital to attracting support from centrist Democrats and Republicans who are fiscal hawks, would require that the government, after five years, submit a plan to Congress on how to recoup any losses.

The plan would give Congress a stronger hand in controlling the money than the Bush administration wanted. Lawmakers could block half the money and force the president to jump through some hoops before using it all. The government could get at $250 billion immediately, $100 billion more if the president certified it was necessary, and the last $350 billion with a separate certification — and subject to a congressional resolution of disapproval.

Still, the resolution could be vetoed by the president, meaning it would take extra-large congressional majorities to stop it.

The presidential nominees came behind the outlines of the bailout.

"This is something that all of us will swallow hard and go forward with," said Republican Sen. John McCain of Arizona. "The option of doing nothing is simply not an acceptable option."

His Democratic rival, Illinois Sen. Barack Obama, sought credit for taxpayer safeguards added to the initial proposal from the Bush administration. "I was pushing very hard and involved in shaping those provisions," he said.

House Republicans said they're still reviewing the plan.

"We are not ready to say that a deal is done," Rep. Eric Cantor, R-Va.

Congressional leaders announced a tentative deal in the early hours of Sunday morning after marathon negotiations at the Capitol.

"We've still got more to do to finalize it, but I think we're there," said Treasury Secretary Henry Paulson, who also participated in the negotiations in the Capitol.

Executives whose companies benefit from the rescue could not get "golden parachutes" and would see their pay packages limited.

The government would receive stock warrants in return for the bailout relief, giving taxpayers a chance to share in financial companies' future profits.

To help struggling homeowners, the plan requires the government to try renegotiating the bad mortgages it acquires with the aim of lowering borrowers' monthly payments so they can keep their homes.

"Nobody got everything they wanted," said Democratic Rep. Barney Frank of Massachusetts, chairman of the House Financial Services Committee. He predicted it would pass, though not by a large majority.

Gregg, R-N.H., said he thinks taxpayers will come out as financial winners. "I don't think we're going to lose money, myself. We may, it's possible, but I doubt it in the long run," he said.

Frank appeared on C-SPAN, Obama was on CBS' "Face the Nation," McCain spoke on "This Week" on ABC and Cantor was on "Late Edition" on CNN.

Lets not forget many of these foreclosures are illegal and if passed the government now have even more involvement in stolen property and facilitating crime on a historically unprecedented level. By far the best thing that could happen is to allow the economy and banks to collapse and rebuild a savings based economy, and not coincidentally that is the only lawful option.

My name is Greg Collins I am a victim of Ameriquest mortgage before being continually hammered by Ameriquest telemarketers trying to talk me into letting them give me a cash out refie I had a sucessfull business in one of the most exclusive areas of the country.I had a half million dollar home that was built in 1863  I spent 8 years and several hundred thousand dollars rebuilding I also had a late model Maserati Roadster,F-150 pickup and constuction equipment and furnishings electronics,guitars etc.all paid for cash.

After being bugged by pesky Ameriquest for two years I agreed to let them give me a preaproval for an additional construction loan to commence upon completion of my primary residence and upon finding a suitable site to build a spec home on.Well without my knowledge or permission Ameriquest funded a loan with around thirty thousand in fess that I never agreed to or went to a closing on and after a month intiated forclosure proceeedings.Roland Arnall is one of the most heinous criminals in the world and literally has sherriffs rip senoirs out of houses which are lawfully theirs and leaves them out in the street to die.I gew up in some of the most exclusive ares of the U.S. and have knowledge of how politics and the financial sytem really works .I have been a Replublican all my life but thanks to your criminal act to place a criminal in a position of foreing relations needless to say you caused me to realize that the Neo-cons are a bunch of murderous thugs with Mafia connections that fabicate stories about people who so you can have the military kill them seize their assets and take over their countries just like Prescott Bush who was a Nazi banker in the Netherlands.And just like your support of internal terrorists such as Roland Arnall who use Maffia technics to extort people out of their assets ,out of their homes and leave them out in the streets to die.If the Neo-cons think thay can reinact the socialist dictatorship that Prescott Bush,Adolf Hitler,Paul Warburg,Max Warburg and others manipulated the world into fighting for profit and political control then you will not suceed.

Ive enclosed a picture of my residence, the people Roland Arnall steals from are not all a bunch of losers.

I hope that the Repulicans get their act together soon before its to late and while it saddens me I must also bring the political leaders who support crime against the American people to justice .Especially criminals like Roland Arnall who trample all over our Constitutionally enumerated rights of Life ,Liberty and the pursuit of  property (it was property but changed to happiness for the Constitution) as well as the criminals who have actually committed the crimes.

It's simply incredible what these scumbags have been allowed to get away with. If there truly is any level of justice associated with the afterlife, depending on ones religious beliefs, Arnall is most likely roasting like a marsh-mellow with his fellow swindlers in Hades or has been reincarnated as a leprous cockroach.

You have got to be a strong person un order to deal with the kind of frustration they thrust upon you and your family.

ED my lawyer dropped my RICO suit without telling me and while claiming to represent me. Chris quit the legal proffesion he said he was disgusted he spent years of his life trying to use the legal system to obtain justice he claims the primary function of the legal system should be to strip white males of property rights. He is a rich white male who had a large office with several offices with a lake veiw in the high rent district of Chicago near the big banks, Chicago board of trade and foreclosure mills.
He's leader of the local progressive Democrats and is devoting his time now to teach social justice in the colleges.

This attitude is actually quite common in upscale neighborhoods my stepfather was enraged he could not find a way to put politicians in power to strip rich people of thier assets and thown them out of their homes, he was a multimillionare with insurance and oil industry connections that was filled with rage that he could not become a billionaire and felt life dealt him a bad deck of cards. My my next door neighboor showed me communist movies and worked relentlessly to find a way to have the government strip rich people of assets and homes
even though she lived in a 3000+ sq ft. home in the richest part of the seventh wealthiest suburb in the U.S.

She claimed because she spent many years supporting the Clinton's that she deserved a large mansion and that it was impossible for her to raise children in the home she had but that all the neighbors should have to give up their large homes and give them to the poor. She was filled with rage her husband was only a millionaire and felt she deserved much more in life that more fortunate people owed her.

She lobbied relentlessly to get cradle to grave government support for autistic children and literally drove herself into the funny farm due to her rage at the public refusing to support her autustic child. While she was in the funny farm
her child lost her "protection" the family spanked the kid a few times and he went from a virtual vegatable unable to talk rocking his head back and forth to above averge for his age and in school. Of course this ruined her purpose in life and she divorced her husband.
