After sifting through 100's of court documents here in Summit County, Ohio, I have realized that the Notes are available in court records on foreclosure proceedings in which the borrower does NOT fight back against their mortgage servicer/bank.

as opposed to "available."

Summit County requires notes (including allonges/endorsements to the plaintiff). They are a part of the foreclosure, but they usually are filed at judgment (or after if the bank is uncooperative with providing them to the FC law firm).
