Call your State Library. See what legal databases they have online that can be accessed offsite. NY has LoisLaw and Lexis, to include all the practice treatises and forms (Lexis only covers NY law, however). They can be accessed by state/govt employees, lawyers, physicians and govt retirees. All the foregoing in NY are given research access e-cards for the asking. There are also available virtually every periodical, legal or otherwise, that you can imagine, most going back to inception.
If you do not fall into one of the above categories of folks given e-card access, try and find a friend or family member who can obtain such an e-card and will let you use their account to do your legal research.
Also, consider outsourcing your legal research and tasks to India (no kidding). The firms listed below have access to online subscription services such as Lexis and can give you timely, stellar results for relatively little cost (by our standards).
